Govans Elementary School, located in North Baltimore, has a strong and enduring tradition of serving its local community since 1931, when it first opened as Public School #213. In 2015, the school became a charter school operated by the Baltimore Curriculum Project (BCP), reinforcing its commitment to high-quality instruction and student-centered learning.
Today, Govans is the only school in the surrounding communities dedicated exclusively to Pre-K through 5th grade. This focused approach allows educators to specialize deeply in the developmental, academic, and social needs of young learners—building a strong foundation for lifelong success.
Govans proudly serves students who live within its surrounding neighborhood enrollment zone. Children residing in the zone may enroll at any time without participating in a lottery. Families living outside the zone are also encouraged to apply; if no seats are available, students may be placed on a waitlist or considered through an upcoming lottery.
In 1918, Baltimore City annexed a significant portion of Baltimore County, including the Govans area, expanding its boundaries from 30 to nearly 90 square miles. This annexation integrated Govans into the city’s urban landscape, leading to increased development and urbanization in the area. At the time, Govans was a largely suburban and semi-rural community, home to middle- and working-class families, small businesses, and longtime residents drawn to the area’s tree-lined streets and proximity to streetcar lines connecting North Baltimore to downtown. Over the decades, the neighborhood evolved as Baltimore grew—transitioning into a more densely populated residential community with a rich mix of cultures, generations, and housing styles. Today, Govans reflects both its historic roots and ongoing change, remaining a close-knit neighborhood shaped by families, schools, and community institutions that continue to anchor and strengthen the area.
Govans Elementary School was established in 1931 to serve the educational needs of a growing North Baltimore community. The original building was constructed that same year, with an addition added in 1951. In 1981, the building underwent a major renovation along with an additional expansion to meet the needs of the expanding community. Most recently, as part of Baltimore City’s 21st Century School Buildings Program, the original structure was demolished and replaced with a new, modern school facility that opened to students in 2021—continuing Govans Elementary’s long-standing role as a cornerstone of the community.

Govans Elementary converted to a neighborhood charter school in 2015. During its last renewal in 2025, the Board of School Commissioners approved to renew Govans’ charter for three years. The current contract runs from July 1, 2025 to June 30, 2028.
