5 Years of Progress for BCP Schools MCAP Results

Baltimore Curriculum Project (BCP) students across all six neighborhood conversion charter schools continue to make meaningful academic progress, as demonstrated by five years of Maryland Comprehensive Assessment Program (MCAP) results. Since 2022, BCP schools have made measurable gains in both English Language Arts (ELA) and mathematics.
The 2025–26 MCAP results represent another important milestone in BCP’s continued academic improvement journey. Across Baltimore City, students have experienced gradual recovery following pandemic-related learning disruptions, with the Baltimore City Public Schools seeing a fourth consecutive year of improvement.
BCP schools continue to focus on accelerating that progress by providing consistent, evidence-based instruction and targeted academic support.
Literacy Growth Across the BCP Network
Perhaps the strongest story in the data is the consistent improvement in reading achievement. Grades 3-5 and 6-8 saw increases in ELA proficiency between 2022 and 2026, with several schools posting double-digit gains.

BCP Elementary Students Making Significant Gains
Looking specifically at grades 3–5, BCP schools have made impressive strides in literacy.
- City Springs Elementary/Middle School increased elementary ELA proficiency by 16.3 percentage points, the largest gain in the network.
- Govans Elementary School, Pimlico Elementary/Middle School, and Wolfe Street Academy each improved elementary ELA proficiency by more than 10 percentage points.
- Five of the BCP elementary schools improved reading proficiency between 2022 and 2026, while Hampstead Hill Academy continued to be one of Baltimore City’s highest-performing neighborhood schools, maintaining ELA proficiency above 50 percent throughout the five-year period.
These results reflect years of intentional work around early literacy, the use of high-quality Direct Instruction curriculum, ongoing teacher coaching, and data-driven instruction.
Strong Growth in Middle School Achievement
BCP’s middle schools also demonstrated impressive progress:
- At Pimlico, middle school ELA proficiency increased nearly 24 percentage points over five years—one of the largest gains in the network.
- Hampstead Hill continued its tradition of academic excellence, with 79.3% of middle school students proficient in ELA in 2026.
- City Springs also showed continued improvement, increasing middle school ELA proficiency by 7.6 percentage points since 2022.
Mathematics Remains a Strategic Priority
While mathematics achievement continues to be an area of focus across Baltimore and Maryland, BCP has made significant investments to strengthen math instruction throughout the network.
In 2023, BCP established a Mathematics Work Group of teachers, academic coaches, and school leaders to review student data, instructional practices, and opportunities for improvement. That work led to the adoption of Reveal Math, which was implemented at Pimlico, Frederick, and City Springs in 2024 before expanding to Govans in 2025.
Although improving mathematics outcomes is a long-term effort, the five-year data show encouraging signs of progress.

Elementary-level highlights:
- Wolfe Street and Govans posted the largest math gains.
- Hampstead Hill continued to lead the network in overall mathematics achievement.
- Pimlico doubled their math gains since 2022.
Middle school highlights:
- Hampstead Hill nearly doubled middle school math proficiency, increasing from 24.2% to 47.7% over five years.
- Pimlico also showed continued improvement.
- City Springs remains focused on accelerating middle school mathematics growth.
Five-Year Trends Tell a Story of Progress
MCAP results are one measure of student achievement, but the five-year trends provide important insight into the progress taking place across BCP schools. “These results represent years of hard work by our teachers, leaders, students, and families,” said BCP President and CEO Laura Doherty. “While we know there is more work ahead, we are proud of the progress our schools continue to make.”
